A Quantity rule grants a role to members who hold a number of tokens within a range. Use it for tiers.

How it is checked
NXT counts the member's tokens across all of their wallets, excluding blocked tokens, and passes when the count is at least the minimum and, if set, no more than the maximum.
Example: holder tiers

With a maximum on the lower tiers, a member holds exactly one tier role at a time. Without maximums, a whale would hold all three roles.
When a member's count moves from one tier to another, NXT grants the new role and removes the old one in the same check.
